Good evening,
Thank you to everyone who turned out for our short and sweet meeting tonight.  It was VERY brief as we ended up tabling some topics – here is the update…

  • ELECTIONS FILING – We received updated information from the State with regards to the November elections.  The filing period opens on July 25 and is open through 5pm on August 25.  We have three alderman slots open.  The current occupants are; Lee Taylor, Brian Wilson and Les Dullnig.  Contact Ellis Craig for a filing application, return them to him as well or to City Hall drop box (front porch) 512.268.1239.
  • ANTHEM UPDATE – The MUD request has not yet been filed.  As per the last meeting negotiations between the City of Kyle, City of Mountain City and the County of Hays have continued – there are no new updates.  The information discussed in the last meeting is still being incorporated by the Mountain City legal team and drafts of each agreement will be published once the team has something revised to propose to Council.  If a special meeting is required we will notify at least 72 hours in advance as per the requirement.  Otherwise, expect to see this on the August 10 agenda.
  • CITY ORDINANCES – An open workshop is scheduled for August 17 to review proposed ordinances.  This is part of our 2015 Ordinance Revision of all city ordinances.  The goal is to clean up what we currently have and get everything in a more acceptable, user friendly format.  Ordinances will be discussed openly by the council in the workshop and meetings through the fall before they are taken to vote.  Watch agendas for the updates.
  • TREE LIMB DAYS – Tree limb days are scheduled for AUGUST 29-30, 2015.  Your limbs MUST be on the curb/street side by midnight on August 30.  If they are not incorporated into the Monday morning bids your limbs will not be picked up.

Good afternoon,
Thank you to those who attended the meeting tonight and to everyone who submitted input leading up to tonight’s meeting. There were some fantastic ideas.  The council unanimously voted to continue negotiations with the City of Kyle and Hays County regarding the Inter-Local Agreement (posted on the website @ http://www.mountaincitytx.com/.

The next step is to turn the agreement and changes over to the Mountain City attorney for incorporation and to make language edits throughout.  No version of the ILA will be finalized without council approval.  We would still like resident input throughout this process.  Once an agreement is “finalized” for Council review/approval the ILA will be presented to the City Council by myself and Councilmember Phillip Taylor (both selected by the City Council to move forward with negotiations).  At this time the Council will vote on the agreement (to accept it or not).

Please note – the City of Kyle and Hays County Commissioners Court would also need to vote to approve the same version of the agreement.

Good evening,
We had a great turn out last night for our meeting and we especially appreciate the folks that had questions that stayed after the meeting and were patient enough to wait for the council to disperse to avoid a quorum before continuing our conversation.

  • DUMPSTER DAYS – Please review the email sent out earlier in the week with rules for dumpster days.  We open this Saturday at 7am and will have dumpsters open through Sunday at 8pm.  Gather your junk folks!  And bring your work gloves to volunteer if you are free!
  • ANTHEM UPDATE – The MUD request has not yet been filed and no further has been negotiated with the Kyle/Hays/Mountain City ILA.  The council tabled this agenda item for a special meeting scheduled for June 22, 2015.  The Town Hall meeting coordinated by Commissioner Mark Jones is scheduled for June 15th at 6:30 pm at the Plum Creek Golf Course Club.  Please attend and voice your opinions and ask questions.  Our council will be present, as well as representatives from the City of Kyle and Hays County Commissioners Court.  Clark Wilson will also be present.
  • PUBLIC NOTICES– Please do NOT post flyers on the outside of the Mountain City public notices board.  This is for city information ONLY.

Annual Dumpster Days

June 13-14, 2015

Time to get those yards, porches, garages and storage sheds cleaned up!   Maybe your yard is fresh and clean … so help a neighbor tidy up theirs!  With their permission of course.

Saturday and Sunday (June 13-14) please dump your junk between the hours of 7am and 8pm.  If you decide to dump Friday night please use the dumpster closest to Mountain City Drive and push the items all the way to the back.  PLEASE help us with this.   Bring a VALID ID and a WATER BILL.

PLEASE REMEMBER… NO TIRES!!!  So bring your lawn mower, bike, scooter… but bring it tireless please.
We do not accept the following;
1. Tires
2. Trees, Limbs, Brush — this is going to be a big deal this year with the recent storms.  PLEASE PLEASE PLEASE comply
3. Haz-Mat items such as paint
4. Batteries
And as always… if you have a treasure that someone else may love then please leave it outside the dumpster so others can shop!

Mountain City is honored to host the first ever Hays Rebel Run 5K on Sunday May 31, 2015.  Funds raised will go to support the Barton and Dahlstrom Middle Schools and Hays High School bands. Our city can expect some minor traffic delays during the event, 8am – 10am.  Please use extra caution when traveling through the city during these times.  Race volunteers will be located at street intersections to direct runners and vehicle traffic.

A message from Mr. Anderson @ Mountain City Oaks Water System advised that the “boil notices” are typically for private wells that are affected by surface area.  Our well is very deep, sealed and the water is treated.

If anyone is concerned about the water quality feel free to boil but our water has not been impacted.

We had a great turn out last night for our meeting and we apologize for not having enough seating for everyone.  We appreciate everyone taking time out of their evenings to come to the meeting and share their ideas.

  • LOVING MOUNTAIN CITY – Get ready for the City-Wide Garage Sale!  First weekend in June!
  • ANTHEM UPDATE – The MUD request has not yet been filed.  For those asking, wanting to contact State Rep. Jason Isaac regarding the creation of the MUD his contact information is as follows; Jason.isaac@house.state.tx.us or 512.463.0647.
  • INTER LOCAL AGREEMENT– The City did not vote for or against the ILA proposed by the City of Kyle and Hays County Commissioner’s Court last night.  The only action taken was to give authority to Tiffany Curnutt & Phillip Taylor to work with the City’s legal team to put together a counter offer to the ILA.  Please understand that we do NOT have execution power for this and it will come back to council for a vote if some sort of counter offer is decided upon.  The council will also work on scheduling a Public Hearing to further discuss the issue and we encourage everyone to attend.  This is not something we want to rush and still have many unanswered questions at this point.  Watch for a survey in the coming week regarding the ILA options to find out whats important to our residents.
  • JACK C HAYS 5K RUN– Scheduled for the morning of May 31st you will see road closures and delays.  Additional information is forthcoming from the planning team.  A map will also be posted on the website under documents.
  • CLEANING UP THE CITY HALL – The City voted to go ahead with the repairs to the old city hall including repairing the ramp and deck, repainting and attaching new skirting.  The city will also move forward with the flag pole installation and the placard placement for the Mr. Anderson dedication placard.  Hands & Feet Construction has been hired to complete both of these projects.

As many of you know there have been informal discussions going on regarding the water source of the Anthem Development, Electro Purification.  A PROPOSED solution is to have the City of Kyle take the area into their City Limits to provide Anthem water and waste water from the City of Kyle.  This is one of the options discussed and has been formally proposed now by the City of Kyle.  The Hays County Commissioner’s Court has accepted it as is and so has the Kyle City Council.  The Kyle City Council also voted to give their City Manager, Scott Sellers negotiation and execution power.  I suspect if there are any changes made to it then the Commissioner’s Court would have to agree on it again.The DRAFT proposal is on the Mountain City Agenda for Monday night @ 7pm.  You will find the proposed agreement and respective ETJ maps including the current ETJ, proposed ETJ and the proposed ETJ southern area on the Mountain City website.  You can also find our agenda on the website as well.  I am proposing that the City grant me authority to distribute an electronic survey to residents to get a good feeling of where everyone stands and what is important.  As always, there will be a public comment portion to our agenda at the beginning of the meeting and we invite you to participate in that if you wish.  We will discuss the agreement briefly in open meeting and if any action is taken it will be in the open meeting.  However, there will be portions that will discuss in Executive session as it is a contract that is in negotiation and our attorney will be present.Please review the ILA and forward any comments to mountaincitytx@gmail.com if you are unable to attend the meeting.  Documents may be found at mountaincitytx.com > documents > Anthem Development.

The City of Mountain City received an Inter Local agreement yesterday from Hays County Commissioner’s Court.  This agreement is a starting point to begin discussions on the Mountain City ETJ with regards to the proposed Anthem property.  **Please note: City of Mountain City has not taken ANY action or discussed the agreement to this point.

Yesterday was the first word we received about this item going on the April 28th Agenda but we are working with our legal counsel to begin negotiations and will take our time with Mountain City’s best interest in mind.  This item will be on the May Agenda for the City of Mountain City.

Project Details

Hays County and The Texas Department of Transportation are considering a realignment of a 5 mile section of existing FM 150 from Arroyo Ranch Road to I35. The purpose of this proposed project is to enhance safety and mobility.

Public Meeting

The project team has analyzied public input, technical information, and performed further studies and evaluations on the four corridors considered for the FM 150 Alignment Study. At this meeting the preferred corridor will be shared along with the analysis completed to select it. The preferred corridor will be used as the basis for identifiying potential roadway alignments that will be the subject of additional study and a public  meeting. There will be a brief open house, with a presentation beginning at 6:15 p.m. There will be a question and answer session and comments will be collected after the presentation.

We had a resident bring up a great question last night after this email was sent out regarding phone numbers from voter registration.  While your voter registration information does include your DOB, gender, the last election you voted in and the last primary election you voted in among other data, it does NOT include a phone number.
If you did not respond to the survey that was mailed via USPS and emailed out then we do not have your phone number (unless it was provided in the previous director) and only your name and address according to the voter registration and appraisal district records (both public information) will be included.
**Please note – if you have elected for your name not to appear on the appraisal district website (allowed by certain professions and by request only) then your address will be displayed and the name will reflect “unlisted”.

  • OFFICE OF EMERGENCY MANAGEMENT – The City has voted to rent the Old City Hall to the Hays County Officer of Emergency Management – Citizen Emergency Response Team (pending their approval).  It will be great to have this organization in our city!
  • MOUNTAIN CITY ETJ BOUNDARIES – The discussion of MC ETJ boundaries was on tonights agenda. We went into executive session with our attorney and no action was taken.

  • RESOLUTION ON GRONDWATER– The City adopted a groundwater resolution, pending attorney approval.  The resolution will be posted to the website upon complete.  The resolution wording is the wording used in the Resolution adopted by Hays County Commissioner’s Court last Tuesday, Feb 3, 2015.  Upon final approval it will be distributed to state offices and commissioners court.

Good morning,
Last night KXAN aired a story about Electro Purification and their customers.  It notes “the MUD for a development in the community of Mountain City, near Hays HS, signed a contract with Electro Purification Incorporated”.  I have reached out to KXAN to ask them to clarify that the City of Mountain City is NOT the customer.  It seems to keep coming across as such in news story and we want to get that cleared up.

Please pass the word that Mountain City has our own PRIVATE water system (Mountain City Oaks Water System) and we are not considering an additional source.  While the Anthem MUD is in the Mountain City ETJ it is not in our city limits and we have no direct control over where they obtain water.  Additionally, the Anthem MUD has not yet been passed through the legislature or TCEQ for approval at this point, to my knowledge.

Title:  Water Information Update

Just wanted to get out a quick update.  I am sure most of you have been watching the news and trying to absorb the plethora of water information.  There are TONS of stories throughout Hays County, Travis County and even UT Law.  So check it out!  I have also received many inquiries about the Anthem MUD and concerns with density over the recharge zone as well as their water source.  The Anthem MUD has not yet been proposed, to my knowledge, but we will do our best to keep everyone up to speed on the issue.

Title:  ALERT:  Door to Door Sales

We have several reports of door-to-door salesmen in Mountain City selling cleaning supplies.  It appears as though he is claiming that he is raising money for Mountain City.  This is not the case.  The City of Mountain City does not administer any fundraisers.

Keep an extra eye out for any strange activity as our elementary school age bus riders will be arriving home soon and so will our middle school students.

Title:  January 2015 Update

Good evening,

The first meeting of the year is officially behind us.  Tonight’s meeting was short and sweet but we got a lot of things approved and are looking forward to a busy year of City Ordinance rewrites.

* City Hall Maint / Improvement – A focus the last couple of months has been the improvement of the city hall and basic maint.  We will soon see an improved ramp along our back entrance and flag poles at the front of the entrance.  We are also having some basic outside maint. checked into for the rental of the old city hall, as well as shed maint. to bring the shed into compliance.

* Anthem Update – The City did vote to approve the agreement with the MUD in December and to absorb the remainder of the land into the Mountain City ETJ in mid-December.  The next step is creation of the MUD at the legislature and to complete the environmental studies and then detailed planning and engineering.  Clark Wilson and his team have agreed to keep us up to speed on progress.  For those asking, wanting to contact State Rep.  Jason Isaac regarding the creation of the MUD his contact information is as follows;  Jason.isaac@house.state.tx.us or 512.463.0647
